Jason Natoli Director

Jason has worked in numerous planning positions in both the public and private sectors. This experience has predominantly been gained in his own business providing professional advice to Local Government in developing management tools and processes to optimise planning and development outcomes.

Jason has extensive experience in managing project teams of multi-disciplinary professionals from architecture, urban design, landscape architecture, environmental and civil engineering, accounting, asset management, and IT to produce a comprehensive solution to major technical and/or management problems.

Jason's experience and ability to quickly analyse and develop strategies to investigate and address key problems is an important skill which is sought out equally by private and Government clients alike.

Doug Schneider Senior Town Planner

Doug specialises in Local Government planning scheme review, preparation and implementation and has developed a thorough understanding of the workings of the Sustainable Planning Act (SPA) with particular emphasis on the provisions relating to development assessment and planning scheme preparation.

Doug has project managed the delivery of Infrastructure Charges Plans and Priority Infrastructure Plans, utilising his skills in integrating infrastructure management and strategic land use planning. He has also led a multi-disciplinary project team to deliver a Local Plan for inclusion in Brisbane City Council's Planning Scheme.

His understanding of the Sustainable Planning Act (SPA), the development assessment process, and implications of planning policy on the development industry has been enhanced with recent experience in assessing, preparing and managing complex development applications. He is able to provide clear and accurate advice regarding the interpretation and implementation of planning schemes and the workings of the Sustainable Planning Act (SPA) and has both the people management and technical skills to deliver planning projects on time and to the desired standard.

Simon Bentley Town Planner

Since joining Integran in 2005 Simon has been involved in numerous projects, dealing in the various facets of the planning process, such as issues surrounding urban development and infrastructure policy. Working closely with clients from both Private and Public Sectors has provided Simon with a well balanced understanding and appreciation for the issues faced by each party, ensuring a fair and reasonable outcome is achieved.

Simon is a highly experienced planner in the use of GIS and data analysis concerning infrastructure networks, demographics, infrastructure demand and charges including technical cost apportionment calculations. Simon has compiled over 40 networks of infrastructure and developed charges for a variety of large and small local governments throughout Queensland. His understanding of the complex interactions between infrastructure provision and land use planning and the mechanisms available for delivery of infrastructure in an efficient and equitable manner is valuable to the infrastructure charging regime projects.

More recently, Simon has been involved in the preparation of infrastructure agreements for private clients, including the execution of these agreements as infrastructure is rolled-out. Working closely with engineering and legal services, his provision of cash flow modelling and good understanding of the development and construction process provides an important role in the implementation of such agreements.

Philip Mann Town Planner

Philip is a Town Planner with a variety of experience in the public and private sector, including interstate and international experience. He has a good understanding of the policies and legislation governing planning in Queensland. Since joining Integran, Philip has been involved in the creation of several Priority Infrastructure Plans, particularly their Infrastructure Charges Schedules and Plans for Trunk Infrastructure. Philip has also been actively involved in the striking of infrastructure agreements for large residential and industrial developments in South East Queensland.

Prior to joining Integran, Philip worked for a local authority in London, United Kingdom, where he facilitated and coordinated a programme of community infrastructure projects across the local authority area. Previous to this, Philip worked as a Town Planning Consultant where he was involved in a wide variety of projects including mixed use/town centre developments, retail, resort/hotel and industrial developments.

Francis Pham Development Analyst

Francis specialises in the area of infrastructure services, cost modelling and database. He currently involves in major subdivision projects. Prior to this position, Francis worked in smaller subdivision projects responsible for town planning and engineering aspects. He is experienced in urban and regional developments especially in subdivision compliance.

Francis also has high level skills in corporate planning, regulatory requirements, and technical standards. Though logical analysis and technical experience, he offers sound advices to all management levels. He was a senior Engineer, a Corporate Planner and a Senior Manager at BHP in many infrastructure projects. Francis has formal qualifications in Engineering (BE), Information Technology and Urban/Regional Planning.

Stephen Norris GIS Analyst

Stephen is a GIS Analyst with over 12 years experience in Geographic Information Systems. He has extensive GIS experience in infrastructure, town planning and providing customised solutions for specialised needs. He has worked in Local Government for over 9 years, providing him with an excellent understanding and appreciation of the internal processes and systems that must be considered.

Since joining Integran, Stephen has been involved in working with clients for the preparation of Plans for Trunk Infrastructure and working with the underlying infrastructure datasets which are needed throughout the course of a project. He has also developed in-house software that has increased productivity and consistency for GIS based work which significantly reduces the amount of time required to complete a job.
