Isaac Regional Council sought a comprehensive housing strategy for the region to create a sustainable business model that would increase housing supply and improve housing affordability. Council had constructed a number of houses under the National Rental Affordability Scheme (NRAS).  However, due to the high average incomes of the region, NRAS was unable to achieve the required affordability outcomes principally due to the influence of the mining industry.  It was therefore unsuitable for the region and alternative mechanisms were required.

The Isaac Housing Strategy set out the high level strategy for Council and the Isaac Affordable Housing Trust to influence housing delivery and housing affordability within its communities.  In particular, the strategy focused on smoothing the demand peaks and troughs historically experienced within the Isaac region, whilst providing low cost affordable housing to the community.  The Isaac Region specific housing parameters were established in lieu of NRAS.
