City of Swan – Developer Contribution Plans

Integran has been commissioned by the City of Swan since 2008 to prepare the Infrastructure Strategy and three DCP’s for the Swan Urban Growth Corridor.  This engagement represented Integran’s initial project within the Western Australian planning context and is the first DCP submitted to the DoP successfully based on a Discounted Cash Flow Methodology with highly detailed infrastructure cost schedules and mapping. The main landholders group were heavily involved in the process developing the DCPs with the City. This engagement between the developers and the City early in the process, ensured that due consideration was made of their requirements and incorporated into the final DCPs. Specifically, dealings such with major landholders such as the Department of Housing, Brookfield-Multiplex, City of Bayswater, Belswan, Cube and the Aspen Group has proven to be instrumental in delivering a mutually beneficial outcome for all involved. During this engagement with the City, various discussions were held with the DoP with regard to the recently gazetted SPP3.6 for developer contributions. This included briefings to the Director General and high level technical meetings concerning the DCP format, methodologies and land valuation processes. Integran provided detailed advice to the DoP in relation to implementation issues, financial modelling process and scope of infrastructure to be levied under such regimes. It is hoped the experience from the Swan Urban Growth Corridor can assist in better policy at the State level.

More recently, Integran has assisted the City in the preparation of the draft Bullsbrook Industrial and Residential DCPs, and the adoption of the West Swan West (Bennetts Springs) DCP.  Integran has been in a continued engagement with the City in providing updates to schedules, continuing advice and re-calculation of DCF modelled charges based on revised costs provided by the City.
