NSW Department of Planning and Environment (DPE) – Benchmarking Review of Section 94 Contribution Plans

Integran was engaged to undertake a detailed analysis of representative Local Government infrastructure contribution frameworks in NSW and Queensland (Qld) with the aim to reveal key issues that warrants action or further review to ultimately form part of necessary reforms for the Section 94 Contributions Framework. In particular, the review has focused on Western Sydney Section 94 (S94) contribution plans (Blacktown City Council and The Hills Shire) and relevant Local Government Infrastructure Plans (LGIP) in Qld that deliver Greenfield development (Ipswich City, Brisbane City, Cairns Regional and Moreton Bay Regional Council’s).

Scope:

• To provide bench-marking report focussing on a number of policy and procedural aspects of the Section 94 plans with the equivalent framework across Australia. The Content of the Assessment included:
  • Documenting the current issues;
  • Contribution framework assessments (for each state), including methodology, implementation and performance; and
  • Provide recommendations for improvements to current NSW system.

Deliverables:

• Meeting and Discussions with Departmental Officers, other State Agencies and Councils;
• Preparation of Findings and Recommendations;
• Final Report; and
• Presentation and Workshops.
